Membership fees paid are not refunded. The resignation takes effect as soon as notice has been given, but the resigning member is obliged to pay their fees and fulfil any other obligations required by these rules until the end of the year of resignation.
The board may expel a member from the association if the member has failed to pay overdue membership or other fees, or has otherwise failed to fulfil the obligations to which they committed by joining the association, or has, through their conduct within or outside the association, caused considerable harm to the association, or no longer meets the conditions of membership set out in law or in the rules of the association, or is guilty of unsporting behaviour. The decision takes effect as soon as the member has been notified of it in writing. An expelled member has no right to reclaim fees paid to the association.
A member is deemed to have resigned from the association if the member has failed to pay a membership fee that fell due six (6) months earlier.
5 § Membership fee
The amount of the annual membership and supporting membership fee to be collected from full members, junior members and supporting members is decided by the autumn general meeting of the association.
6 § Finances
The board decides on the financial administration of the association and its sections/teams. Funds raised in the name of the association by a section/team and by those involved in the club's activities are funds of the association.
7 § Board
The affairs of the association are managed by a board consisting of 6-9 members and one (1) deputy member. A board member must be a full member of the association. The term of office of board members begins on 1 November, in line with the association's operating year.
The board elects a chair and a vice-chair from among its members. The chair and the vice-chair are elected in alternate years for a term of two (2) operating years at a time.
The chair and the vice-chair of the board must be of legal age.
The term of office of a board member is two (2) operating years. Each year, half or as close to half as possible of the board members are due to retire by rotation. The first time, half or as close to half as possible of the board members retire, as determined by drawing lots.
The term of office of the deputy member of the board is two (2) operating years.
A chair, vice-chair or member of the board who is due to retire by rotation may be re-elected.
If a board member is prevented from performing their duties or resigns during their term of office, a general meeting of the association elects to the board in their place the deputy member elected by the autumn general meeting for the remainder of the term, if the meeting considers this necessary or if the set number of board members so requires.
The board meets when convened by the chair or, if the chair is prevented, by the vice-chair, when they consider it necessary or when half of the board members demand it in writing.
In any case, the board meets at least 6 times a year.
The board has a quorum when at least half of its members, including the chair or the vice-chair, are present. Votes are decided by a simple majority. In the event of a tie, the chair has the casting vote; in elections, however, the result is decided by drawing lots.
The board may also make decisions in a telephone meeting, by email, in a video meeting or by using any other telecommunications connection and communication method that enables board members to communicate with each other during decision-making.
For the planning and implementation of various undertakings and projects, the board may appoint working groups from among persons who have volunteered; these groups operate under the authority and supervision of the board.
8 § Authority to sign on behalf of the association
The association's name is signed by the chair of the board together with one board member, two jointly.
In addition, another person may have the right to sign on behalf of the association by virtue of their position, if the board has separately given them personal authorisation to do so, together with the chair, two jointly. All persons authorised to sign are entered in the Register of Associations.
Persons authorised to sign must be of legal age.
9 § Financial and operating year
The association's financial and operating year is 1.11.-31.10.
10 § General meetings of the association
The association holds two ordinary general meetings each year. The spring general meeting is held by 31 March. The autumn general meeting is held by 31 October. The board decides on the venue and the more precise time of the meeting.
An extraordinary general meeting is held when a general meeting of the association so decides, when the board considers there to be cause for it, or when at least one tenth (1/10) of the members of the association entitled to vote demand it in writing from the board for the purpose of dealing with a specifically stated matter. The meeting must be held within 30 days of the demand being presented to the board.
At general meetings of the association, each full member who has paid their membership fee by the time of the meeting has one vote. Junior and supporting members have the right to attend and speak at meetings, but not the right to vote. A private individual who is a full member may not exercise their right to vote by proxy.
Unless otherwise provided in the rules, the decision of a general meeting of the association is the opinion supported by more than half of the votes cast. In the event of a tie, the chair of the meeting has the casting vote; in elections of persons, however, the result is decided by drawing lots. Elections of persons are held by secret ballot if requested.
